The circular economy aims to keep products and materials at their highest value at all times, eliminate waste, and reduce energy use and greenhouse gas emissions. It goes beyond simply recycling - from production to end-of-life and along the entire supply chain - by improving product design, business models, and modes of consumption.

Governments are poised to accelerate the transition to the circular economy through their own procurement, which is a powerful mechanism that aligns purchasing power with sustainability by taking into account entire product lifecycles.

Procurement is a powerful mechanism that drives circularity and supports resource efficiency and waste reduction. It is estimated that Organisation for Economic Co-operation and Development countries spend 12 per cent of their gross domestic product (GDP) on public procurement. With a $1.9 trillion GDP Canada spends $230 billion on procurement alone. Cities and businesses are at the forefront of sustainability and can harness their buying power to lead the transition from a linear take-make-dispose model of consumption to a circular model that is restorative and regenerative by design.
